Litigations Delay PIA Benefits for Host Communities

The House of Representatives has raised concerns that ongoing litigations are obstructing the benefits intended for host communities under the Petroleum Industry Act (PIA). Dumnamen Dekor, the chairman of the House Committee on Host Communities, stated that the PIA, enacted in 2021, aims to enhance community development but is currently facing challenges due to legal disputes.
He highlighted the necessity for a formal host community development trust to manage funds and ensure that communities can effectively determine their development projects. Dekor noted that the PIA includes a provision for a three percent allocation for host communities, which requires oversight for proper implementation.
He commended the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for organizing forums to educate stakeholders on the PIA's framework. Rabiu Umar, the chief executive of NMDPRA, discussed the development of a digital portal to monitor compliance and enhance transparency in the management of community development funds.
