NCAA Enhances Air Cargo Security with PLACI Framework

The Nigeria Civil Aviation Authority (NCAA) has initiated the implementation of the Pre-Loading Advance Cargo Information (PLACI) framework to bolster security in Nigeria’s air cargo supply chain. On Thursday, the NCAA signed a Memorandum of Understanding (MoU) with Firstway FZE and Global Software & Digital Solution (GSDS), focusing initially on inbound air cargo.

Chris Najomo, the Director General Civil Aviation (DGCA), described the MoU as a significant milestone for Nigeria's aviation security architecture. He emphasized the importance of commitment from the partner companies for successful implementation.

Peter Igbinedion, representing Firstway FZE and GSDS, noted that the project took approximately nine to ten months to reach the signing stage. Mary Tufano-Eche, Director of Legal Services and Company Secretary, highlighted that the MoU serves as a foundational document that can be amended as necessary.

The signing ceremony concluded with a commitment from all parties to ensure the effective implementation of the PLACI framework, which aims to enhance risk assessment capabilities for inbound air cargo.
