NCAA Signs MoU for Advanced Cargo Information System

On August 28, the Nigeria Civil Aviation Authority (NCAA) signed a Memorandum of Understanding with Firstway FZE and Global Software & Digital Solution (GSDS) to implement a Pre-Loading Advance Cargo Information (PLACI) system for air cargo in Nigeria. The agreement, signed on Thursday, establishes a framework for deploying the system, onboarding relevant stakeholders, and assessing its operation.

The PLACI system will initially focus on inbound air cargo, allowing authorities to assess shipment information before it is loaded onto aircraft, thereby enhancing aviation security. Capt. Chris Najomo, NCAA Director General of Civil Aviation, described the agreement as a significant milestone in strengthening Nigeria’s aviation security architecture.

He emphasized the importance of following agreed procedures during implementation. The initiative aims to create a safer and more efficient air-cargo system, allowing security authorities to focus on higher-risk shipments.

Peter Igbinedion noted that the project took about nine to ten months to reach the signing stage, while Mary Tufano-Eche acknowledged the lengthy process as necessary to protect the Authority’s interests.
