NCE Rules Professional Membership Not Required for Promotion

The National Council on Establishments (NCE), which includes Heads of Service from the Federal Government, 36 states, and the Federal Capital Territory, has determined that membership in professional bodies and certification should not be a prerequisite for appointment, promotion, or career progression within the Nigerian public service. This resolution was documented in the minutes of the council's 48th meeting, held in Port Harcourt, Rivers State, from July 20 to 24, 2026, and chaired by Didi Walson-Jack, the Head of the Civil Service of the Federation.

The council emphasized that professional membership should primarily serve to enhance professional proficiency, ethical standards, and ongoing professional development, rather than dictate an officer's career advancement. The decision is particularly relevant given the diverse range of professional bodies in Nigeria's public sector, including those for accountants, personnel managers, engineers, and medical professionals.

The NCE stated that professional membership should only be a condition for promotion if explicitly outlined in the approved Schemes of Service.
