Enugu Ranks Fastest-Improving State in Nigeria's Index

The State Performance Index (pSPI), released by Phillips Consulting, ranks Enugu as the fastest-improving state in Nigeria, followed by Jigawa, Abia, Osun, and Kano. The Index evaluates state-level performance based on five indicators: citizen satisfaction, debt sustainability, revenue growth, fiscal transparency, and internally-generated revenue relative to federal allocations.

The report emphasizes that effective governance and deliberate reforms in areas such as education, security, health, and infrastructure have contributed to Enugu's progress. Despite a 118% increase in Federation Account Allocation Committee (FAAC) allocations from 2022 to 2025, many states did not see improvements in citizens' lives, highlighting that governance quality is more important than revenue size.

The report also notes that the five South East states showed the strongest regional momentum, challenging the notion that natural resource wealth directly correlates with development. The findings suggest that progress is an outcome of governance rather than mere financial spending.
