Nigeria's New Human Rights Act Enhances Enforcement Powers

Honourable Abiola Makinde, Chairman of the House of Representatives Committee on Human Rights, announced the passage of the National Human Rights Commission Act, 2026 (HB. 2376) by the House of Representatives. This new legislation aims to transform the enforcement of human rights in Nigeria, addressing previous statutory limitations.

The NHRC is now empowered to investigate and enforce compliance among state security forces and non-state actors. The Act also creates a Human Rights Fund to ensure financial independence from political influence.

It includes protections for activists and civil society members facing harassment. Additionally, the Act aligns with global treaties by establishing a National Preventive Mechanism for unannounced inspections of detention facilities.

Makinde emphasized that this legislative progress reflects a commitment to structural reforms and called for the Senate's approval, followed by state Houses of Assembly and presidential assent. He stated that if enacted, the law would signify a significant advancement in legal accountability for national security.
