DSS Supports Trust Fund Bill, Seeks Key Amendments

The Department of State Services (DSS) expressed its support for the Trust Fund Bill during a public hearing organized by the House of Representatives Committee on National Security and Intelligence in Abuja. The DSS called for amendments to the bill to strengthen its provisions, particularly concerning foreign contributions, which it warned could compromise operational independence and national security.

The agency highlighted the necessity of a dedicated funding source to support critical operations, including intelligence gathering and counter-terrorism activities, which are often hampered by delays in the annual budget process. The DSS urged lawmakers to clarify funding sources and ensure long-term sustainability of the trust fund.

Additionally, the agency proposed the removal of the term "security" from the bill's title and recommended that the Nigerian Bar Association (NBA) be represented on the governing board of the trust fund to enhance legal oversight. The DSS emphasized that the bill represents a significant effort to improve its operational capacity and address growing security challenges in Nigeria.
