DSS Rejects Foreign Funding for Nigeria's Security Operations

The Department of State Services (DSS) has expressed opposition to foreign funding for Nigeria's security operations, stating that such arrangements could threaten national sovereignty. This position was articulated during a public hearing held in Abuja by the House of Representatives Committee on National Security and Intelligence.

DSS representative Emmanuel Daubri voiced support for the proposed security trust fund bill, which aims to provide sustainable funding for intelligence gathering, counter-terrorism operations, personnel training, and the acquisition of modern security equipment. Daubri emphasized that the fund would ensure rapid resource availability during emergencies such as terror attacks and civil unrest.

However, the DSS recommended clearer provisions regarding the fund and rejected foreign contributions, arguing that external funding could create obligations that might compromise sensitive intelligence operations. Daubri also cautioned against foreign donor influence on Nigeria's unique security challenges, including insurgency, banditry, and kidnapping.

The DSS proposed amendments to relevant sections of the bill to reflect these recommendations.
