FG Limits Civil Servant Movement Amid Fake Agency Probe

The Federal Government of Nigeria has implemented a directive to restrict the internal movement of civil servants across Ministries, Departments, and Agencies (MDAs) amid ongoing investigations into fake government agencies and ghost workers. The Office of the Head of the Civil Service of the Federation issued a circular on August 24, 2026, which requires MDAs to obtain approval before redeploying officers assigned from recognized professional pools.

This directive, referenced as HCSF/3065/V.I/275, was sent to senior government officials, including ministers and the Inspector-General of Police. The OHCSF noted that some MDAs had been redeploying officers without the necessary approvals, violating a previous circular from January 2, 2025.

Under the new order, while permanent secretaries can deploy local staff, officers from professional pools must remain in their assigned positions unless prior approval is granted. An exception is made for officers on Grade Level 07 to 14, who may be moved to fill vacancies within their departments.
