Nigerian Senate Order Paper 4 November 2026: Key Bills Explained

The Nigerian Senate sat on Wednesday, 4th November 2026, with a packed agenda covering agriculture reform, emergency healthcare standards, university establishment, and debt repayment to Yobe State. The session also included three bills sent up from the House of Representatives for Senate concurrence, meaning the upper chamber was being asked to align with decisions already passed by the lower house.
Three bills were presented for first reading in the Senate on 4th November 2026. Senate Leader Michael Opeyemi Bamidele (Ekiti Central) sponsored two of them: an amendment to the National Orientation Agency Act and a bill to establish a Federal University in Wukari. Senator Dachung Pam Mwadkon of Plateau North introduced a bill to amend the Debt Management Office Act.
For second reading, senators considered a wide-ranging agriculture bill covering food security, mechanisation, irrigation, financing, and climate-resilient farming. A second bill proposed amendments to the National Health Act to set standards for emergency medical treatment and patient referral processes in healthcare facilities.
On committee reports, the Senate received findings on a Promissory Notes Programme concerning reimbursement to Yobe State Government for the federal takeover of Muhammadu Buhari International Cargo Airport in Damaturu. A separate committee reported on bills to establish a Federal University of Geomatics in Oyo and to amend the Federal Universities of Technology Act.
Three bills came before the Senate for concurrence: amendments to the Federal Medical Centres Act, the National Sugar Development Council Act, and a bill to establish a State Security Service Research and Development Bureau.
