UAE Imposes Strict Fines and Penalties for Begging

The United Arab Emirates (UAE) has implemented stringent penalties for individuals caught begging, as outlined in Federal Law by Decree No. 31 of 2021, which promulgates the Crimes and Penalties Law. Individuals found begging face a fine of AED 5,000 (approximately N1,831,633) and a custodial sentence of up to three months.

The law is broadly applicable and actively enforced. For those involved in organizing begging operations, the consequences are significantly harsher.

Individuals who lead or manage a professional begging gang, or recruit others to beg, face a minimum prison term of six months and a fine of at least AED 100,000 (around N36,632,677). The legislation aims to address begging while allowing for discretion in prosecution; individuals accused of begging may be referred to the Ministry of Community Development or a relevant local authority for social welfare support instead of facing criminal charges.
