Baltimore Increases BGE Conduit Fees to Enhance Safety

On Wednesday, Baltimore city leaders voted to raise Baltimore Gas and Electric (BGE) conduit fees from $2.20 to $4.05 per linear foot, effective next year. This decision marks a significant policy shift, ending a controversial 2023 infrastructure agreement with BGE, which had previously committed to performing $120 million in capital repairs instead of paying traditional franchise rent.

Mayor Brandon Scott cited rising construction costs and urgent public safety needs as reasons for this change. BGE, which utilizes about 75% of the underground system, opposed the fee increase, warning it could lead to higher monthly utility bills for customers in central Maryland.

However, Baltimore City Council President Zeke Cohen clarified that any cost increases must be approved by the Maryland Public Service Commission. The vote aims to restore municipal control over the city's aging underground network, which has faced issues like underground electrical fires, emphasizing the need for direct oversight and proactive repairs.
