CBSA Launches New Transit Process for International Passengers

On June 26, 2026, the Canada Border Services Agency (CBSA) announced a new border process called the Free Flow International-to-International Transit process, which changes how international travellers handle connecting flights at Canadian airports. This new system allows passengers travelling between two international destinations via Canada to proceed directly to their next gate without the need for in-person customs checks.
Previously, transit passengers were required to stop at customs to meet a border officer or check in via a kiosk. Under the new arrangement, airlines will collect and send passenger details, including final destination and scheduled departure time, directly to the CBSA.
Passengers must still carry valid visas and travel documents for their final destination and hold a confirmed ticket for an international flight leaving Canada within 24 hours of arrival. The new process is currently active at Vancouver International Airport, Toronto Pearson International Airport (Terminal 1), and Montréal–Trudeau International Airport.
Rob Chambers, Vice President of the Travellers Branch at the CBSA, stated that this change is part of a broader effort to modernize border management.
