He noted that lessons learned from the 2025 Promotion Examination, which utilized Computer-Based Testing (CBT) and Multiple-Choice Questions (MCQs), raised concerns about the competitiveness of the questions.

To address this, he urged the Resource Persons to develop questions that assess competence and professional knowledge. The proposed examination format includes 40 questions, with 10 scenario-based questions and 30 multiple-choice questions, aiming for a more rigorous assessment for candidates on Grade Levels 16 and 17.

Prof. Olaopa cautioned against making the examination unnecessarily difficult while ensuring it fairly assesses candidates' maturity and professional judgment.
