Kaduna Communities Negotiate 'Shield' Deals with Bandits

In Kaduna State, residents of Kachia Local Government Area have engaged in negotiations with bandits to establish 'shield' agreements aimed at avoiding attacks during military operations. This development has led to a complex security situation, with some communities entering into arrangements with armed groups to ensure safety, while others have rejected such deals, resulting in increased vulnerability to attacks and mass displacement.

Reports indicate that approximately 25 communities have allegedly negotiated with bandits, including Gidan Dogo, Ungwan Luka, and Maikasuwa, while others like Awon, Anturu, and Akwando have faced repeated raids. The displacement levels have reached alarming proportions, with some villages losing up to 87% of their population.

Local sources express fear of reprisals for speaking out, and security experts warn that these arrangements may embolden criminal groups and undermine military efforts to restore order. Allegations of human rights abuses, including sexual assault, have also surfaced, complicating the situation further.
