OHCSF Clarifies 40% Peculiar Allowance Report

The Office of the Head of Civil Service of the Federation (OHCSF) issued a clarification regarding a report circulating in the media about the approval of a 40% peculiar allowance for federal civil servants. Mr.

Eno Olotu, the Director of Press and Public Relations, stated that the OHCSF neither approved nor formally conveyed any approval for this allowance. The responsibility for issuing such a circular lies solely with the National Salaries, Incomes and Wages Commission (NSIWC).

The clarification follows a meeting held on April 23, 2026, where the Head of Civil Service of the Federation attended a press briefing announcing the federal government's approval of a welfare package for civil servants. This package includes a full duty tour allowance, training approvals, and a review of the peculiar allowance across grade levels, as well as a 10 billion naira housing loan scheme aimed at expanding access to home ownership for public servants.
