Kaduna State Enhances Tsangaya Schools with Literacy Program

Kaduna State is implementing reforms in Tsangaya schools through the Reaching Out-of-School Children (ROOSC) Project, which commenced in April 2024. This initiative involves 25 Qur’anic schools that have signed Memoranda of Understanding with the Kaduna State Ministry of Education.

The agreements aim to integrate foundational literacy, numeracy, and life skills into the existing Qur’anic curriculum while keeping the Qur’an at the center of learning. The ministry collaborates with school proprietors and communities to recruit teachers, supply learning materials, and provide stipends.

In return, the centres must protect children from abuse and exploitation, accept quarterly monitoring, and operate as non-profit institutions registered with the Kaduna State Bureau of Interfaith (KADBOI). Currently, the project supports over 6,000 learners with 155 facilitators, targeting 50 centres for the project year and 75 by the fourth year.

This reform addresses the urgent need for literacy in a digital world, ensuring children are equipped for future opportunities.
