Ghana Investigates Russian Man for Secret Video Allegations

Ghanaian authorities are pursuing an investigation against Russian national Vladislav Lyulkov, aged 36, from Ulyanovsk, Russia, who is accused of secretly recording intimate encounters with women in Ghana and distributing the footage online without their consent. The Ministry of Gender, Children and Social Protection issued a statement on Sunday, describing the alleged conduct as a criminal offense under Ghanaian law, specifically referencing the Cybersecurity Act of 2020, which carries a potential prison term of 25 years for such violations.

Sam George, a member of the Ghanaian Parliament, stated that the government will utilize all resources, including international cooperation with Interpol, to ensure Lyulkov is extradited to Ghana to face justice. The case has drawn scrutiny due to similar allegations reported in Kenya, where a woman expressed discomfort over being recorded without consent.

Ghanaian authorities are also providing psychosocial support to affected individuals and have established a toll-free helpline for assistance.
