Rivers Assembly Receives Fubara’s 2026-2028 Fiscal Framework

The Rivers State House of Assembly received the 2026–2028 Medium Term Expenditure Framework (MTEF) document from Governor Siminialayi Fubara during the first legislative sitting of the fourth session on January 15. The MTEF outlines the fiscal framework for government spending and revenue projections over the three-year period.

Speaker Rt. Hon. Martin Amaewhul read a letter from Governor Fubara, which conveyed the administration's proposals for the MTEF, expected to guide the preparation of the 2026 appropriation bill and subsequent annual budgets.

However, lawmakers decided to defer the debate on the framework to allow for a detailed examination and scrutiny of its contents, which is essential for the statutory budget process. The MTEF is anticipated to reflect the administration's commitment to infrastructure development and human capital advancement.

The assembly had not convened for three months prior to this session, with the last meeting occurring on January 8, when impeachment proceedings against the governor were initiated.
