Ex-Defence Chief Proposes 5-Level Security for N/Central

General News

Air Vice Marshal Monday Riku Morgan (rtd), a former Chief of Defence Intelligence, proposed a five-level integrated security architecture for North-Central Nigeria during a security summit organized by the Federal Ministry of Defence in collaboration with the Office of the Special Assistant to the President on Community Relations. The summit was themed “Collaborative Approaches to Strengthening Security in North-Central Nigeria.” Morgan identified poor coordination among security agencies as the primary challenge, rather than a lack of agencies.

His proposed North-Central Integrated Security and Resilience Model (NCISRM) includes intelligence fusion, inter-agency coordination, community participation, technology, and local early-warning mechanisms. He outlined four major shifts needed: from agency-centric to system-centric security, from reaction to prevention, from isolated intelligence to intelligence fusion, and from government-only security to government-community partnership.

The first level of his architecture includes a Regional Security Fusion Centre linked to the Office of the National Security Adviser and the National Counter Terrorism Centre. The second level consists of State Security Coordination Centres in each state, while the third level proposes Local Security Networks in high-risk areas.

The fourth level focuses on enhancing security in forests and rural spaces.
